2012 EAS RMT Test Scheduled for Tuesday, January 3 at 11:15am
 was inadvertantly sent Wednesday, January 4 at 11:15am.

It had been rescheduled for Thursday, January 5 at 11:15a.m. The rescheduled test is canceled.
Everyone's intent was good, but coordination and communication failed.  My sincere apologies
for this confusion.

We are aware of the distorted audio and working to resolve this issue as well.

New Deadline for Cap compliant equipment is June 30, 2012

Recent News

   October 4, 2011,     The scheduled monthly test for Tuesday, October 4th, 11:15pm did not distribute to most locations due to failure of communication lines at Oklahoma Department of Public safety.  Repairs are being made.  Please document to your EAS log appropriately.
    February 8th, 2011,    The scheduled monthly test for Tuesday, February 8th, 11:15pm has been rescheduled to Thursday, February 10th, 11:15pm due to anticipated weather.

    January 4, 2011,   The RMT sent at 11:15AM from Oklahoma Emergency Management has no audio.  They apologize for the inconvenience.

    November 24, 2010,  The FCC announced that the deadline will be extended from 180 days to 360 days, effectively making the new deadline, September 30, 2011. The FCC action was officially taken on November 18.

The FCC considered multiple factors cited in industry filings in approving the extension, including the need for more time for the development, testing and potential certification of the new equipment and the costs associated with purchasing the CAP-compliant equipments by EAS participants.

    October 21, 2010,  NASBA (National Alliance of State Broadcast Associations) has filed with the FCC a request to extend the deadline for CAP-compliance to at least September 2011 or beyond.  Waiting on FCC reaction.

NASBA points out that it would be premature at best, and potentially very wasteful at worst, for some 25,000 to 30,000 EAS participants to be required to purchase, install and test new or modified CAP-related equipment in circumstances where (i) the IPAWS list of CAP tested and certified EAS equipment has yet to be released, (ii) the FCC may conduct its own certification process which could necessite further changes to equipment which FEMA has already approved, and (iii) the FCC may, as a result of an expected rulemaking, change its EAS regulations in ways that impact the future suitability of CAP-related equipment.  

   September 30, 2010,  FEMA officially adopted the new Common Alerting Protocol (CAP) message format. Important for broadcast and cable companies, is that this action starts a 180-day clock to complete upgrades to facility EAS equipment. Suggestions have been made to extend the clock but an extension is not assured.

Stations must be able to receive CAP messages by the time the 180 day clock expires, the end of March 2011.  At this point in time, instructions on how to handle the messages have not been released. A CAP/EAS profile has not been fully established so the actions stations must take on CAP messages is still in flux.

Delivery of CAP messages will be over a data path. The nature of the path will be determined locally, and we're in the process of working this out for Oklahoma.  We are also working on updating the state plan to reflect these and additional changes.
